National Science Foundation (NSF) 24-579: NSF Small Business Innovation Research / Small Business Technology Transfer Phase I Programs (SBIR/STTR Phase I)  
The NSF SBIR/STTR programs provide non-dilutive funds for use-inspired research and development (R&D) of unproven, leading-edge, technology innovations that address societal challenges.·

National Science Foundation (NSF) 24-580: NSF Small Business Innovation Research / Small Business Technology Transfer Phase II Programs (SBIR/STTR Phase II) 
Supports startups and small businesses to transform scientific discovery into products and services with commercial and societal impact. Phase II funding goes to further the development of a proof-of-concept or prototype created with Phase I funding. The NSF SBIR/STTR programs support moving scientific excellence and technological innovation from the lab to the market.·

National Institutes of Health (NIH): Omnibus Solicitations (Parent Announcements)
Researcher-initiated ideas are proposed via the SBIR and STTR Omnibus grant solicitations. These funding opportunities do not specify a topic, though they link to identified topics of interest for each participating awarding component. Most small business applications to NIH are submitted to the Omnibus solicitations.·
